This role serves as the owner of the ROC's operational knowledge library, compiling, organizing, and maintaining critical operational requirements into a centralized, searchable, and operator-friendly reference system. The Technical Writer / Operational Knowledge Management Specialist transforms complex regulatory, operational, and contractual documents into concise, practical guidance that supports real-time decision making across a diverse generation fleet.
Responsibilities
- Own and maintain the operational knowledge library for the ROC, ensuring information is accurate, current, and easy to access.
- Compile and organize operational requirements from Balancing Authorities, transmission providers, and other governing entities, including CAISO, ERCOT, SPP, Southern Balancing Authority, Duke Energy, Transmission Operators (TOPs), and Reliability Coordinators (RCs).
- Review and summarize key contractual documents such as Power Purchase Agreements (PPAs), Interconnection Agreements, Operating Agreements, and Transmission Service Agreements.
- Extract and clearly document operational requirements related to outage notifications, curtailments, dispatch responsibilities, communications, telemetry, operating restrictions, and emergency operations.
- Develop operator-focused reference materials, including quick reference guides, job aids, process maps, decision trees, outage coordination guides, emergency response playbooks, and contact directories.
- Create and maintain a centralized, searchable knowledge platform that presents each requirement with its source document, governing entity, section reference, source excerpt, and operational interpretation.
- Interpret complex technical, operational, and contractual information and convert it into concise, practical guidance that supports real-time operations.
- Ensure that all documentation aligns with operational standards and supports compliance with applicable requirements from Balancing Authorities, transmission providers, and other regulatory bodies.
- Collaborate with operations, compliance, and other stakeholders to identify documentation needs and incorporate feedback into the knowledge library.
- Continuously improve the structure, usability, and clarity of the knowledge platform to enhance operator efficiency and decision making.
Essential Skills
- Strong technical writing skills with the ability to create clear, concise, and operator-focused documentation.
- Proven experience in document creation and management, including developing standard operating procedures and related materials.
- Ability to interpret, analyze, and simplify complex technical, operational, and contractual information into practical guidance.
- Attention to detail and strong organizational skills to compile, categorize, and maintain large volumes of operational requirements.
- Proficiency in creating structured reference materials such as quick reference guides, job aids, process maps, decision trees, and playbooks.
- Bachelor's Degree or equivalent experience.
Additional Skills & Qualifications
- Experience in utility, generation, compliance, or operations environments is preferred.
- Familiarity with ISO/RTO or Balancing Authority operations is a plus.
- Experience working with operational requirements from entities such as CAISO, ERCOT, SPP, Southern Balancing Authority, Duke Energy, Transmission Operators (TOPs), and Reliability Coordinators (RCs).
- Background in administrative support related to documentation and standard operating procedures.
- Ability to collaborate effectively with cross-functional teams in operations and compliance.
Work Environment
This position is based onsite in an office environment. The role involves working closely with operations and other internal teams to build and maintain a centralized knowledge platform, using typical office technologies and tools to create, manage, and organize documentation. The work setting supports focused, detail-oriented tasks and collaboration with colleagues to ensure that operators have reliable, user-friendly access to critical operational information.

Pay And Benefits
The pay range for this position is $30.00 - $40.00/hr.
Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
