Role Summary

As a small business, we are seeking an experienced GovCon Proposal Manager available on a contract, as-needed basis to lead end-to-end proposal development for complex federal opportunities (e.g., IDIQs, task orders, full-and-open, set-asides). This role owns the proposal process from kickoff through submission—driving compliance, schedule, content development, reviews, and production—while rapidly learning our offerings, differentiators, and past performance.

Key Responsibilities

Proposal Leadership & Process

Lead proposal planning, kickoff, and execution using a repeatable methodology (e.g., Shipley/APMP-aligned).
Build and manage the master schedule, deliverable tracker, action items, and risk/issues log.
Stand up and maintain the compliance matrix, outlines, templates, and style guides.

Compliance & Submission

Ensure strict compliance with solicitation instructions (L/M requirements), evaluation criteria, and page/format rules.
Coordinate final production: file naming, PDF creation, packaging, portal uploads, and submission validation.

Content Development

Manage development of executive summary, management approach, technical volumes, staffing/key personnel, past performance, and other required sections.
Facilitate content storyboarding and win-theme integration; ensure consistent voice and benefits-focused writing.
Coordinate inputs from SMEs, partners/subcontractors, and leadership; chase actions and resolve gaps.

Color Team Reviews

Plan and run structured reviews (e.g., Pink/Red/Gold/Final): agendas, reviewer guidance, comment adjudication, rewrite plans.
Drive improvements in clarity, evaluator alignment, and scoring positioning.

GovCon/Contracts Coordination

Partner with contracts/pricing leads to align proposal language with FAR/DFARS terms, reps & certs, and teaming agreements.
Support Q&A/clarifications, amendments, and version control when solicitations change.

Deliverables (Typical)

Proposal plan + annotated outline + compliance matrix
Proposal schedule + daily status reporting cadence
Review packs (Pink/Red/Gold) + adjudication logs
Final, compliant proposal package ready for submission

Required Qualifications

5–10+ years leading federal proposal efforts (prime or major sub) including large proposals with multiple volumes.
Demonstrated experience running structured color reviews and managing cross-functional teams under tight deadlines.
Strong proposal writing/editing skills (evaluations-oriented, persuasive, and compliant).
Working knowledge of federal procurement norms and proposal mechanics (solicitation instructions, evaluation criteria, teaming inputs, etc.).

Preferred Qualifications

APMP certification (or equivalent proposal management training)
Experience with common GovCon toolsets (SharePoint/Teams, MS Word power-user, Acrobat, version control practices).
Ability to support pricing narrative integration and coordination with contracts/pricing functions.

Engagement Model

Contract (1099) / Freelance, project-based; repeat engagements expected for major submissions.
Remote acceptable
Expected intensity increases near reviews and final production.

Pay: $80.00 - $175.00 per hour

Expected hours: 5 – 30 per week
